The Cedar Hill ISD Board of Trustees approved Dr. Billy Snow as their Superintendent in January of 2018. He previously held the Chief of Transformation and Innovation for Dallas ISD where the office created specialty choice schools. Prior to DISD, Dr. Snow served as District Transformation and Innovation Officer for Caddo Parish Public Schools in Louisiana, Leading a group of historically underperforming schools. The efforts of the Transformation Zone required an intense focus on equity and institutional racism. 99 percent of students were from poverty and African American. Many of them hadn’t had certified teachers for years. Together, the team transformed the entire Zone’s climate and culture, and improved teacher performance as well as access to opportunities and certified teachers. The campuses experienced decreases in discipline issues and double-digit gains in achievement and graduation rates. Additionally, community and stakeholder investment improved and students were offered experiences like the Amazing Shake, an event that led 6,000 students through multiple rounds of competition in social skills, etiquette, and public speaking. The winner from each campus gave their presidential speech in Washington, D.C.

The son of a single mom who became his hero when she had the courage to walk away from an abusive marriage, Dr. Snow always knew he was meant to be an educator for those that needed him most, especially children needing a positive male role model. Dr. Snow earned his Bachelor and Master degrees from Texas A & M University - Commerce, becoming the first member of his entire family to graduate college. In 1996, he began his career as a third-grade teacher and won the Sallie Mae Teacher of the Year for Mesquite ISD. As a principal in Corsicana, he led an Exemplary Title I campus with high concentrations of students from low-income families. During his tenure, the team increased academic performance across the campus and the consistently earned the school ranking of Exemplary Status, the state’s highest ranking at that time. Additionally, in 2008 he won the H-E-B Excellence in Education Award, Elementary Principal of the Year for Texas.

In 2011, he was named a National Distinguished Principal finalist. In Mansfield ISD, he served as principal, was promoted to an area superintendent, led 12 Title I campuses as well as coached and supervised school leaders, and led district initiatives. In 2015, Dr. Snow was selected as one of 25 educational leaders from across the country to be a part of the Leverage Leadership Institute. In 2017, Dr. Snow earned his doctorate from Tarleton State University, with a dissertation focusing on the effect of a leader on school turnaround. Dr. Snow currently serves as a motivational speaker and consultant to other school districts and education organizations nationwide. The husband of a fellow educator and father of three, Dr. Snow is committed to living out his mission and making a difference.
