Dr. Frances E. Davis

Dr. Frances Davis’s career as an educator spans more than 30 years. Beginning in the classroom, Dr. Davis received accolades for teaching elementary, special education and middle grades students.  In 1988 with only two years tenure as an elementary principal in Eufaula AL, she was recognized as the Most Distinguished Elementary Principal in the state of Alabama. After completing her third year as an elementary principal, Dr. Davis was recruited to LaGrange City Schools in rural Georgia to open the district’s first middle school.

Four years later, she joined Gwinnett County Public Schools as Assistant Principal at Pinckneyville Middle School; one year later she was named the Director of Human Resources for Critical Needs Staffing. In 2002, CEO/Superintendent, J. Alvin Wilbanks appointed Dr. Davis to the position of Chief Human Resources Officer for the school district and recently Dr. Davis was named Associate Superintendent of Human Resources, Talent Management and Team Leader for Curriculum & Instruction and School Improvement and Operations.

Dr. Davis holds a Bachelor of Science Degree in Elementary and Special Education, and a Master of Science in Education from Troy University.  In 2000, she received her Doctor of Philosophy in Educational Leadership and Policy Studies from Georgia State University.  In October 2012, Dr. Davis received her MBA degree from Saint Leo University. 

Dr. Davis’s professional achievements have been recognized with numerous honors, such as One of the Top Ten Most Influential Women in Gwinnett County by the Atlanta Journal Constitution, she has been the feature cover story in the Gwinnett Magazine, CNN News feature on teacher recruitment, she was appointed to the Selective Service Board by Governor Roy Barnes and has served since 1999. She is a 2002 graduate of Leadership Gwinnett. She received the 2011 United Way Women Legacy Award and was also recognized in the same year by the Gwinnett Chamber of Commerce in the “Success Lives Here Forum”. In 2012, she received the Platinum Award, for Outstanding Human Resource Division in Georgia. Dr. Davis was featured in the November issue of “The Edge” a Gwinnett County Chamber of Commerce Publication and received the 2013 Gwinnett County Chamber of Commerce Public Service Award and Dr. Davis was awarded the 2013 Georgia State University, College of Education Distinguished Alumni. Recently, Dr. Davis was honored as the Grand Marshal of the 2017 Gwinnett County Martin Luther King Day Parade and celebration.

In addition to offering educational consulting services through her consulting company, Educational Consulting Services INC., Dr. Davis serves as an adjunct professor at Georgia State University, University of Georgia, Mercer University, Troy University, Saint Leo University and the University of West Georgia.

Dr. Davis serves on several Boards in the community; Gwinnett Federal Credit Union, Mercer University Educational Leadership Program, Georgia Partnership for Excellence in Education, Executive Board, Northeast Georgia Council, Boy Scouts, Board of Directors of the United Way Women’s Legacy Council and The Greater Atlanta Advisory Council, Donald T. Tapia School of Business, Atlanta Education Center. Dr. Davis is a member of the Rotary Club of Gwinnett where she has served as secretary and treasurer. In her spare time, she enjoys reading and fishing.
